douglas.jpgDouglas Hileman Consulting LLC (DHC) has led conflict minerals Independent Private Sector Audits (IPSAs) every year the audits have been an option – one of only four firms to do so.  Douglas submitted comments to the SEC on the draft Conflict Minerals Rule.  Douglas is a frequent presenter at conflict minerals and industry conferences.  He built this website as a resource to provide practical guidance to companies affected by the SEC conflict minerals rule. 

The conflict minerals audit team includes resources nationwide.  Professionals have decades of experience in pharmaceuticals, financial services, government services, education, and public accounting sectors.  Our rigorous approach includes independent quality control procedures, drawing on professionals with experience in SEC reporting, public accounting, global organizations, and enterprise risk management. 

Douglas and his team has drawn on experience on compliance, operations, supply chain, and auditing for the IPSAs.  The team is poised to help Clients with the next wave of challenges, including: the European Union’s conflict minerals regulation, modern day slavery and human trafficking, the EU non-financial reporting directive, and other risks in the supply and value chains. 

Douglas holds credentials as a Certified Risk Management Assurance professional, Certified Professional Environmental Auditor [both administered by the Institute of Internal Auditors (IIA)], and Fundamentals in Sustainability Accounting [granted by the Sustainability Accounting Standards Board (SASB)], and as a Professional Engineer.  He has been active in auditing professional organizations for over 25 years.  He is the VP of Advocacy for the Los Angeles chapter of the IIA.  He has served five years on an IIA global committee that writes guidance documents for this 180,000-member organization.  He is a co-author of the practice guide “Internal Audit and the Second Line of Defense.” 

 

Work Experience

Douglas launched his firm in 2008, after six years at a Big 4 accounting firm, and over two decades in management consulting and industry.  He has supported design, implementation, and audit of programs to meet new regulatory requirements and risks, including:  conflict minerals, environmental liabilities and reserves, Sustainability and other non-financial reporting, and Sustainability Accounting disclosures.

DHC has developed and helped implement conflict minerals programs.  DHC’s unique approach takes a comprehensive view of applicable regulatory, audit, and risk management frameworks.  DHC has performed conflict minerals program assessments, IPSA readiness assessments, and mock IPSAs.  DHC has developed and delivered training for clients as online refresher training, including for front-line employees in Sales and related functions. 

Douglas has supported many Internal Audit efforts since the early 2000s.  These have included audits using the Government Accountability Office’s Generally Accepted Government Auditing Standards (GAGAS), the IIA’s Internal Auditing Professional Practices Framework (IPPF), the Committee of Sponsoring Organization’s (COSO’s) internal controls framework and enterprise risk framework, and other audit criteria.  He has developed and delivered training for audit readiness, and has helped clients achieve success in high-profile, high-stakes auditing situations.
